i2M CEO Testifies Before Congress on Investing in American Manufacturing

On October 6, i2M CEO and owner Alex Grover testified at a U.S. House Committee on Ways & Means field hearing in Tennessee. Her message to lawmakers was simple: stable, pro-growth tax policy makes it possible for manufacturers to plan ahead and keep investing in the United States.

Grover spoke about the impact of H.R. 1 on i2M, its 210 full-time team members and the Mountain Top, Pennsylvania community the company calls home. As she told the committee, the law helps companies like i2M “keep investing in United States manufacturing.”

A $63 million commitment to American production

Thanks to the pro-growth provisions in H.R. 1, i2M is investing $63 million to onshore critical production components. The investment will create 40 new manufacturing jobs and supports a planned 130,000-square-foot facility expansion slated for 2027.

“That means 40 more team members building meaningful careers in the manufacturing industry that is vital to U.S. national and economic security,” Grover told the committee.

How tax policy turns into investment

Grover walked the committee through how specific provisions made permanent in H.R. 1 connect directly to projects on i2M’s shop floor.

Facilities. Immediate expensing for facilities will help fund the 130,000-square-foot expansion.

Equipment. Immediate expensing for equipment will allow i2M to fill that new space with new machinery.

Research and development. Immediate R&D expensing supports the development of new products, including more sustainable and recyclable plastics that meet customer demand for environmentally responsible materials. Learn more about sustainability at i2M.

Family ownership. The pass-through deduction and estate-tax exemption help companies like i2M remain family-owned and continue investing for the long term.

For a manufacturer that operates around the clock and sells around the world, that predictability matters. It is what allows long-term decisions like a new facility, new equipment and new jobs to move forward with confidence.

Investing in the people who make it happen

Grover also highlighted childcare as one of the most meaningful ways the law supports i2M’s workforce.

i2M first offered childcare support in 2022, when many employees’ children were learning remotely during the pandemic. The company brought a teacher onsite to help. Today, i2M partners with a local childcare provider to reserve spots, offer reduced rates and extend hours for team members who work 7:00 a.m. to 7:00 p.m. shifts.

H.R. 1 expanded the employer-provided childcare tax credit to $500,000 and raised the credit rate to 40%, making benefits like these more financially feasible for manufacturers. “Childcare is not just a perk, it is critical infrastructure,” Grover said.

The National Association of Manufacturers shared Grover’s testimony with its members across the country. Karl Hutter, CEO of Click Bond, Inc. and Chair of the NAM Small and Medium Manufacturers Group, wrote:

Waterproof Deck Membrane Manufacturing: What OEMs Should Know

How a vinyl deck membrane is made, what to look for in a manufacturer, and how custom wood-look and stone-look patterns get developed.

A waterproof deck membrane has two jobs. It has to keep water out of the living space below, and it must look good doing it for years.

Deck membrane brands sell on waterproofing, but homeowners choose on looks. They pick a walnut plank or a grey stone, not a seam weld. And once the membrane is installed, that look is permanent. The print you choose at manufacture is the print your customer gets to enjoy for the life of the deck.

That makes your membrane manufacturer one of the most important partners in your business. Here’s what OEMs should know about how a vinyl deck membrane is made, what to look for in a manufacturer, and how custom patterns get developed.

What Is a Vinyl Deck Membrane?

A vinyl deck membrane is a continuous sheet of vinyl installed over a – typically plywood –  deck surface. It’s glued down with adhesive, and the seams between sheets are heat-welded into one waterproof surface. It’s the go-to choice for balconies, rooftop decks, and any deck that sits over living space, where a leak means damage to the room below.

The term “vinyl decking” causes some confusion, because it may also be used for vinyl composite deck boards. They’re different products that do very different jobs:

Why the Look Matters as Much as the Waterproofing

Every deck membrane on the market promises to keep water out. The print is where brands actually compete.

Homeowners compare a membrane to the alternatives: wood, deck boards, tile, and pavers. A wood-look deck membrane has to read as real plank from a few feet away. A stone-look deck membrane has to have the depth and variation of natural stone, without an obvious repeat across a large balcony.

Three things decide whether the print holds up its end:

  • Pattern quality. Realistic grain and stone detail, with a repeat that doesn’t jump out across a wide deck.
  • Color consistency. Every roll in a color line has to match, or seams between sheets become visible lines.
  • Outdoor durability. A deck membrane sits in direct sun for years. UV-stable inks and coatings keep the color from fading, so the deck still looks like the sample your customer picked.

What to Look for in a Vinyl Deck Membrane Manufacturer

A New Category in Decorative Film


Conventional decorative film applies a uniform finish across the entire substrate: matte to reduce glare, or gloss to amplify light. Glaze introduces a third option: a dual-finish surface in which matte and high-gloss zones are printed and registered within the pattern itself.


The effect is most visible in pool liner applications, where light enters the water at varying angles and the liner surface is in constant motion. Glaze pool liner film shifts and shimmers with the water rather than presenting a static, uniform appearance. Stone, tile, and geometric patterns rendered with Glaze read as genuinely three-dimensional — an optical depth that single-finish print technology cannot replicate.

Why We Invest in Our Workforce — and Why It Matters for Your Supply Chain

On June 11, 2026, Acting U.S. Secretary of Labor Keith Sonderling traveled from Washington D.C. to Mountain Top, Pennsylvania. He did not come to tour a Fortune 500 headquarters or a newly built facility. He came to see how a 200-person polymer film manufacturer had built something the federal government considers worth studying: a workforce development model that is changing what American manufacturing can look like.

That visit meant something to us. But more importantly, it should mean something to you as a customer.

The problem every manufacturer faces

The skilled trades pipeline in American manufacturing has been shrinking for decades. Companies that depend on offshore sourcing have felt it differently, through tariff exposure, quality variance, and lead times measured in weeks rather than days. But domestic manufacturers face their own version of the same challenge: finding, training, and retaining the skilled people who keep production consistent and reliable.

When a key operator leaves, production slips. When institutional knowledge walks out the door, quality suffers. When a manufacturer cannot staff its lines, your order is the one that gets delayed.

We decided a long time ago that the answer was not to accept that reality. It was to build our own pipeline.

What we built

Crestwood Creators is a fully employer-funded talent pipeline created and operated entirely by i2M. We identified high-potential students at Crestwood High School, one mile from our plant, and built a direct, hands-on path into skilled manufacturing careers. i2M designs the curriculum, funds the program in full, and hires its graduates. No tuition. No debt. A skilled career on day one.

That program launched in 2025. Twelve students have come through it so far.

We also partnered with Luzerne County Community College to connect higher education directly to manufacturing careers through a registered apprenticeship program, with another twelve active apprentices building the technical skills our operation depends on.

And because we know that good people sometimes cannot take good jobs due to circumstances that have nothing to do with their ability, we built childcare and transportation programs to remove those barriers entirely.

What this means for you

Every one of these programs exists for one reason: to ensure that the people building your product today are still here for your next order, and the order after that.

Workforce stability is supply chain stability. When you source from a manufacturer that invests in its people the way we do, you are not just buying film. You are buying the consistency that comes from a team that knows your spec, understands your quality requirements, and has been trained specifically to meet them.

That is what vertical integration really means. Not just controlling the process from compound to finished film, but controlling the human side of the operation with the same intentionality we bring to the technical side.

Secretary Sonderling’s visit focused on several workforce initiatives i2M has developed and fully funded, including Crestwood Creators, an employer-funded talent pipeline that identifies high-potential students at Crestwood High School – located one mile from the i2M facility, and provides them with a direct, hands-on path into skilled manufacturing careers. i2M designs the curriculum, funds the program in full, and hires its graduates. Thermal stability is consumable

PVC needs heat stabilizers to survive processing temperatures without degrading (discoloration, loss of properties, eventual “burning”). When PVC has already been processed once, some stabilizer capacity has been spent. Recycle success is less about “times recycled” and more about stability and cleanliness

PVC is one of the more forgiving polymers for recycled-content flexible films, and it can maintain strong performance across recycled streams when inputs are well controlled. Because stabilizers and lubricants are consumed during processing, recycled PVC often requires formulation adjustments to maintain color stability and clean running, especially as recycled percentage increases. Issues tend to appear not because PVC is inherently “done,” but when feedstock purity, thermal stability, or application tolerance limits are exceeded. With disciplined sorting, filtration, and restabilization, recycled PVC can continue to meet tight specifications in many end uses.

What has changed: control over recycled inputs and repeatability

The most meaningful shift isn’t a new polymer miracle, it’s process engineering.

From “scrap” to controlled feedstock
Recycled content performs best when it is treated as a managed raw material stream:

• Feedstock purity and compatibility: PVC-to-PVC is workable; contamination
from other plastics is not.

• Physical form: chip/flake blends into virgin compound more uniformly than irregular chunks or “slugs.”

• Filtration: inline straining/screen packs can catch contaminants (wood chips, cardboard, dirt), but that’s a backstop, not a strategy. (One real example:
screen packs occasionally come out packed with wood and debris when scrap arrives contaminated.)

End-to-end compounding discipline

A practical advantage of in-house compounding is responsiveness:
formulations can be adjusted quickly to maintain stability, “hand” (feel/flexibility), and end-use performance as recycled batches vary. In some cases, tuned formulations can perform as well as or even better than virgin baselines, but that outcome depends on tight process control and validation, not luck.

Firmer and thinner films are more sensitive.
As PVC constructions move toward semi-rigid/firm and thin gauge, recycled content becomes harder to run defect free. Rigid PVC (or near-rigid film) has less plasticizer “forgiveness,” tighter processing windows, and a greater tendency to show degradation symptoms (color shift, defects) as recycled percentage increases.

Mixed-stream scrap can damage properties even if it “processes”

Practical methods used to stabilize batch-to-batch outcomes

STEP 1

Sort scrap by color families to create closer starting blends. Better sorting reduces pigment correction needs (and cost).

Process appropriately to homogenize feedstock (avoid “slugs” and color streaking).
